JOB DESCRIPTION – PROJECT MANAGER
Position Title: Project Manager – Survey, 4-Way Sweeps, Construction & QA/QC
Department: Surveying
Reports To: Chief Operating Officer
Job Summary:
The Project Manager will manage and oversee land surveys, 4-way sweeps (in Bemidji) and construction projects from inception to completion, ensuring they are delivered on time, within scope, and within budget. This role requires a deep understanding of land surveying techniques, construction processes, utility locating project management methodologies, and the ability to lead cross-functional teams. This position also oversees all aspects of quality management in the various projects. The PM will ensure our projects meet all quality standards, regulatory requirements, and client expectations. This role involves developing and implementing quality control processes, conducting inspections, and leading quality improvement initiatives.
Requirements for Employment
- Drug Test: Candidates must pass a pre-employment drug screening test as a condition of employment. The drug/alcohol test is through Pipeline Testing Consortium, Inc.
- Ongoing Monitoring: Employees will be subject to random drug testing throughout their employment. This is to ensure a safe and productive work environment and comply with company policies.
- Compliance: Employees must comply with all company policies related to drug and alcohol use.
Key Responsibilities:
- Project Planning and Initiation:
- Develop comprehensive project plans that outline the scope, timeline, resources, and budget.
- Coordinate with clients, stakeholders, and team members to gather requirements and establish project objectives.
- Prepare and review project proposals, bids, and contracts.
- Project Execution:
- Manage and oversee land survey and construction projects, ensuring they adhere to established plans and standards.
- Coordinate and supervise the work of survey crews, contractors, and other project team members.
- Monitor project progress, identify potential issues, and implement corrective actions as needed.
- Budget and Resource Management:
- Develop and manage project budgets, ensuring costs are controlled and financial objectives are met.
- Allocate and manage resources, including personnel, equipment, and materials, to optimize project efficiency.
- Quality Control and Compliance:
- Ensure all survey and construction activities comply with industry standards, regulations, and company policies.
- Implement quality control measures to ensure the accuracy and reliability of survey data and construction work.
- Conduct regular site inspections and audits to verify compliance and identify areas for improvement.
- Communication and Reporting:
- Maintain clear and effective communication with clients, stakeholders, and team members throughout the project lifecycle.
- Prepare and present project status reports, including progress updates, risk assessments, and financial summaries.
- Facilitate project meetings, including kick-off meetings, progress reviews, and close-out sessions.
- Team Leadership and Development:
- Lead, mentor, and develop project team members, fostering a collaborative and high-performance work environment.
- Provide training and support to enhance the skills and capabilities of team members.
- Non-Conformance Management:
- Identify, document, and manage non-conformances and quality issues.
- Develop corrective and preventive action plans to address quality problems and prevent recurrence.
- Documentation and Reporting:
- Maintain accurate and detailed quality control records, including inspection reports, test results, and corrective action logs.
- Prepare and present regular quality performance reports to senior management and clients.
- Continuous Improvement:
- Lead quality improvement initiatives to enhance processes, reduce defects, and improve overall project quality.
- Promote a culture of continuous improvement and quality awareness within the organization.
- Training and Development:
- Provide training and guidance to project teams on quality control standards, procedures, and best practices.
- Mentor and develop junior quality control staff.
- Compliance and Safety:
- Ensure all quality control activities comply with industry regulations, safety standards, and company policies.
- Participate in safety audits and promote a safe working environment.
- Purchasing (In Bemidji)
- Supplier Management: Identify and develop relationships with suppliers, negotiate contracts, and ensuring that suppliers meet the organization’s quality and delivery standards.
- Cost Control: Monitor market trends to make cost-effective purchasing decisions, negotiate prices, manage budgets, reduce costs, and maximize value.
- Inventory Management: Ensure inventory levels are maintained at optimal levels to meet the organization’s needs.
- Collaboration: Work closely with other offices, to understand their needs and ensure a seamless supply chain.
- Strategic Planning: Develop and implement purchasing strategies to meet the organization’s short-term and long-term goals.
- Keep track of all non-sales tax paid purchases for end of year accounting.
Qualifications:
- Minimum of 5 years of experience in project management within the land surveying and construction industry.
- Strong knowledge of land surveying techniques, construction processes, and project management methodologies.
- Proficiency in project management software (e.g., Ajera) and surveying software (e.g., AutoCAD, GIS Platforms).
- Excellent leadership, communication, and interpersonal skills.
- Strong problem-solving abilities and attention to detail.
- Ability to work independently and manage multiple projects simultaneously.
Working Conditions:
- This position may require travel to various project sites.
- Work/availability will be over a standard 8-hour day for field crew support.
- Work may be conducted in both office and field environments (QA/QC checks in field).
- Ability to work in varying weather conditions and terrains.
